Senior Business Systems Analyst

About the role

A state transportation agency is seeking a Senior Business Systems Analyst to support its enterprise digital transformation efforts. You will translate complex business, technical, and data problems into clear requirements and user stories, build trust-based relationships with stakeholders, and communicate progress and tradeoffs to senior leadership. This is an onsite role in Indianapolis, with a long-term engagement expected to extend.

Responsibilities

• Build and maintain trust-based relationships with stakeholders across the agency
• Serve as business relationship manager for specialized functional areas, leading difficult conversations and driving change
• Partner with data governance, IT project management, and QA teams to develop detailed requirements
• Manage expectations across stakeholders, vendors, leadership, and technical teams
• Lead discovery sessions and workshops to understand business processes and pain points
• Translate ambiguous needs into clear, actionable requirements and user stories
• Identify root causes, mediate conflicting priorities, and drive consensus-based solutions
• Collaborate with cross-functional teams to advance interoperability across systems, data, and processes
• Support digital transformation strategic planning and change management
• Follow and promote established governance practices
