Senior Business Systems Analyst / Project Manager

About the role

This role combines technical project management, business analysis, process improvement, quality assurance, and technology enablement. The consultant will lead cross-functional initiatives, evaluate and improve business processes, support modernization efforts, gather and translate business requirements, coordinate system implementations, and serve as a liaison between DQA business teams, IT teams, and external technology vendors.

Responsibilities

  • Lead complex, cross-functional projects through initiation, planning, execution, monitoring, and implementation.
  • Develop project charters, schedules, work plans, risk assessments, status reports, and post-implementation evaluations.
  • Review end-to-end business workflows to identify inefficiencies, bottlenecks, duplicate activities, and compliance risks.
  • Develop standardized workflows, procedures, templates, and business practices.
  • Lead continuous improvement initiatives and perform root-cause analysis.
  • Develop quality assurance measures, audit tools, process controls, performance metrics, and reporting.
  • Gather, analyze, document, and validate business requirements.
  • Translate operational requirements into functional and technical specifications for IT teams and vendors.
  • Identify opportunities for automation, system enhancements, and improved data integrity.
  • Coordinate User Acceptance Testing (UAT) and validate that solutions meet business requirements.
  • Serve as the liaison between DQA business units, IT/IS teams, and external vendors.
  • Support technology implementation, modernization, organizational change, and business transformation initiatives.
  • Develop and deliver training and user guidance to support system adoption.
  • Maintain business process documentation, project materials, policies, procedures, and standardized tools.
  • Support regulatory technology functions including complaint intake, incident reporting, waiver/variance processing, and related operations.
